Person didn't know where the tire lock was to rotate the tires. How does Longo service not know where the tire lock is on a Toyota?

I asked the service advisor to call me before doing anything that would cost me. She insisted she would but it turned out that she had already charged me when she made me sign the paperwork. I asked her during the signing why I would be charged but she told me I wouldn’t be charged. It was showing possible charges. Either there was miscommunication or I was lied to, but either way, I didn’t appreciate the service.
