I was unaware of a $40 fee to rotate tires. I think if your tires are from Toyota they should be rotated for free for the life of the tires.

My service took about an hour which is not unreasonable. However, once my vehicle was finished and pulled up front, it took about 25 minutes before my service advisor was ready to check me out, this despite me seeking him out about 15 minutes after receiving my text to review my service and seeing my vehicle parked out front and waiting patiently nearby after speaking with him.
