I paid for service that was not done. I called in my complaint no called back I'm requesting a refund for services not done

I requested a state inspection and oil change, my car passed inspection and was cleaned, but if the oil was changed, it was not recorded on my receipt and the sticker on my windshield had not been changed. When I realized this after I left, I called back to ask if it had been changed and just not recorded, I was told I would get a call back. I was not called back. Usually Nissan Service is quick, well done and easy so I was surprised today.
